Starting a Developmental Disabilities Administration (DDA) Provider

How to become a licensed provider of community services for people with developmental disabilities in Maryland.

The Developmental Disabilities Administration (DDA) funds community based services for people with developmental disabilities. Providers must be licensed before offering services such as vocational and day services, community residential services, and resource coordination. OHCQ is the licensing and monitoring agent for DDA.

Who it is for

  • Organizations that want to serve people with intellectual and developmental disabilities
  • Founders planning residential, day, or support services
  • Existing human services providers adding DDA services

What you will learn

  • Which services require a DDA license, including vocational and day services, community residential services, resource coordination, and more than one family, individual, or community supported living support service
  • Organizing as a Maryland corporation (or a foreign corporation registered in Maryland) with a governing body responsible for the whole program
  • Required application documents: a business plan, a summary of your experience in developmental disabilities, prior licensing reports from the last 10 years, and a DDA approved written quality assurance plan
  • Policies and procedures required under COMAR 10.22.02, including reportable incidents and quality assurance
  • Provider application materials such as the staff criminal history checklist and staff training form
  • Adding new sites and what to expect at the site survey

Class format

  • Walk through of the DDA Qualified Services Provider application and instructions
  • Review of COMAR 10.22 requirements in plain language

After the class

  • The administrative head or two corporate officers submit the application
  • The Director can approve, approve with conditions, deny, or ask for more information. A license revoked in the past 10 years can be grounds for denial
  • OHCQ conducts a survey after DDA approval. New site surveys are generally completed in 4 to 6 weeks
  • Renewal applications are due at least 60 days before the license expires
